BOARD OF COMMISSIONERS

KCDC’s Board of Commissioners oversees all programs provided by the agency, including affordable public housing administration, redevelopment and rental assistance programs. Seven board members are appointed by the mayor of the City of Knoxville, including a resident commissioner who is currently participating in a KCDC housing program.

KIMBERLY K. HENRY

Kimberly began her career with Northwestern Mutual as a Knoxville Financial Representative in 2012 and later joined Jim LaPinska’s team.

SCOTT BROYLES

Treasurer, Scott Broyles is president and CEO at National Safe Skies Alliance, an Alcoa-based nonprofit that works with airports, government and industry to maintain a safe and effective aviation security system.

FELIX HARRIS

Felix Harris joined the Knoxville Area Urban League in 2007. He is currently the Vice President of Programs and Community Engagement. Mr. Harris is a HUD Certified Housing Counselor.


SECRETARY

BEN BENTLEY

As Executive Director and CEO, Ben Bentley develops and implements strategic initiatives to improve affordable housing and foster development in the City of Knoxville and Knox County.


BECKY WADE

Becky Wade is the retired director of Housing and Neighborhood Development for the City of Knoxville and previously worked for KCDC for 31 years before retiring in 2007.

BOB WHETSEL

Bob Whetsel retired in 2015, following a 22-year career with the City of Knoxville, where he served as director of public service from 1993 to 2007 and as director of redevelopment from 2008 until his retirement.


JOHN WINEMILLER

John Winemiller is a member of Merchant & Gould’s litigation team in the Knoxville office. 


Kathy Hill

Kathy Hill, a lifelong Knoxvillian, lived in Section 8 housing and qualified for a KCDC program that allows participants to work toward owning a home.
