KCDC administers two types of Section 8 housing: The Housing
Choice Voucher Program, which is tenant-based assistance, and the Moderate Rehabilitation
Program, which is property
based
assistance. Both programs provide rental assistance to low-income
families in the private rental market.
Housing Choice Voucher Program: Qualified applicants may obtain quality housing in the neighborhoods of their choice using a Housing Choice Voucher. The unit, selected by the applicant, must pass the required inspection guidelines and a required rent reasonable assessment . KCDC then executes a contract with the property owner to provide subsidy rental payments on behalf of the participant. If the participate chooses to relocate, KCDC’s contract with the owner ends. The rental assistance for the participant will continue after completion of inspection requirements at the newly selected unit. |

Moderate Rehabilitation Program:
Assistance through the KCDC Section 8 Moderate Rehabilitation Program is project-based and limited to three properties. Eligible families are placed on KCDC’s Moderate Rehabilitation waiting list. When vacancies occur in a Moderate Rehabilitation property, KCDC refers eligible applicants to the property owner who selects participants for occupancy. |
