Section 8 Application Information

Section 8 Housing Choice Voucher Program 




Knoxville’s Community Development Corporation’s (KCDC) Section 8 Housing Choice Voucher Program will accept applications from May 12, 2015 at 8:00 am until May 21, 2015 at 1:00 p.m.  Online applications will be accepted at KCDC's Participant Portal beginning May 12. Computers will be available at the KCDC Section 8 office for those who do not have access to computers or are not computer knowledgeable. If you apply online, you may do so any day and time, however if you choose to apply in person  at KCDC, online applications will be taken Monday through Friday from 8:00 a.m. – 1:00 p.m. at 400 Harriet Tubman Street, Knoxville, TN.  37915. Please note:  Applications will be processed by date and time received.  Standing in line at the Section 8 office may cause you to be placed lower on the waiting list.   If you wish to avoid the long lines at the KCDC Section 8 office, you may also apply anywhere there are computers provided for public use such as a social service agency, the library, or even a smart phone. 

Families with one or more of the following preferences may apply:

  1. Displaced by Government Action – a family whose dwelling has been extensively damaged or destroyed as a result of a government action or declared disaster pursuant to Federal Relief laws.
  2. Involuntary Displaced – A family who is in need of immediate shelter by reason of extreme hardship or disaster. The hardship will be governed by the position that preference will not be given to a family who is, or is expected to be without housing for failure to pay rent or carry out other normal obligations of residency.
  3. Substandard Housing – A family who currently resides in substandard housing, or who is homeless without a fixed nighttime residence or staying in a supervised shelter. Substandard Housing is defined as any dwelling which is unsanitary, overcrowded or unsafe due to its location, structural condition, or lack of utilities due to no fault of the family.
  4. Disability – A family whose head, spouse, or sole member is disabled. Social security award letter will be required to verify disability or a doctor statement verifying permanent disability.

An applicant cannot apply without the following required documentation.

  • Proof of Preference from a social service agency
  • Picture ID – adult members of the family
  • Birth certificates for all members of the family
  • Social Security cards for all members of the family
  • Proof of income for all family members
