Housing Choice Voucher

The Housing Choice Voucher Program provides rental assistance to low-income families in the private rental market. Qualified applicants may obtain quality housing in the neighborhoods of their choice using a Housing Choice Voucher. The unit, selected by the applicant, must pass the required inspection guidelines and a required rent reasonable assessment . KCDC then executes a contract with the property owner to provide subsidy rental payments on behalf of the participant. If the participate chooses to relocate, KCDC’s contract with the owner ends. The rental assistance for the participant will continue after completion of inspection requirements at the newly selected unit.

  • Mobility: Within the proper guidelines, participants may move to other locations that have a comparable Housing Choice Voucher program.
  • Supportive Services: Eligible participants may take advantage of supportive services to expand their employment and educational opportunities.
  • Housing Quality Standards: Initial property inspections and follow-up annual inspections.
  • Real Choices: A variety of housing options, including apartments, duplexes, single-family homes and town-homes. Many become homeowners.

    • Family Self-Sufficiency (FSS) Program: Assists participants obtaining employment leading to economic independence and self-sufficiency. An assigned FSS case manager helps participants reach training and employment goals. An interest-bearing bank account is established by KCDC for each participant and deposits are made based on increases in earned income of the participant. Upon completion of all program requirements, the amount in the account is paid to the participant.
